Korea Tax Refund Rules Tourists Should Know: 7 Things Before You Shop

Shopping in Korea can come with a useful perk for international visitors: tax refunds.

But “tax free” does not mean every store works the same way.

Some shops deduct the tax immediately. Others give you a refund receipt that must be processed later. And if you wait until the airport without understanding the process, one small mistake — such as checking your luggage too early — can make things more complicated.

Here are seven tax refund rules worth knowing before you start shopping in Korea.

Overview of seven Korea tax refund rules covering eligible stores, minimum purchase, passport, unused goods, refund limits, customs, and departure

1. Look for the Tax Refund Sign Before You Buy

Not every store in Korea participates in the tourist tax refund program.

Eligible businesses normally display signs such as:

Tax Refund

Tax Free

or the name/logo of a refund company.

Korea’s tourism authority distinguishes regular retail stores from designated tax-refund stores, and some participating stores can even process the refund immediately at checkout.

If getting the refund matters to you, check before paying.

Do not assume that a large purchase automatically qualifies just because you are a tourist.

2. Your Purchase Must Be at Least ₩15,000

There is a minimum purchase amount.

Under Korea’s current tourist tax-refund system, an eligible purchase must generally be at least ₩15,000 on one receipt.

That means several tiny purchases from different stores cannot simply be combined to meet the minimum.

For example:

  • ₩10,000 at Store A → does not meet the minimum
  • ₩8,000 at Store B → does not meet the minimum
  • ₩18,000 on one eligible receipt → can meet the minimum

So if you are already close to ₩15,000 at a participating store, it can be worth checking before splitting the transaction.

3. Keep Your Passport Ready

Your passport matters more than many travelers expect when shopping tax-free.

For an immediate tax refund, eligible tourists generally need to present their passport at the participating store when making the purchase.

A passport may also be needed later when processing a refund or completing the export verification procedure.

So if you plan a serious shopping day, having your passport accessible can save you trouble.

Do not rely on remembering the passport number alone.

Passport ready. Refund easier.

Your passport is also useful for several other arrival and travel procedures in Korea. For more first-day essentials, see Landing in Korea: 7 Things to Do Before You Leave the Airport.

4. Keep Refund Items New and Unused

A tax refund is based on the idea that the purchased goods will leave Korea with you.

Korea Customs states that goods presented for tax-refund export confirmation should be unopened and unused.

That is especially worth remembering with:

  • Cosmetics
  • Clothing
  • Electronics
  • Packaged goods
  • Souvenirs

Opening a product immediately after buying it can create unnecessary problems if customs asks to inspect it later.

If the purchase is important to your refund, the safest approach is simple:

Wait until you leave Korea before using it.

Keep it new until departure.

5. Immediate Refunds Have Their Own Limits

Some participating stores can deduct the tax right when you pay.

This is convenient because you do not need to claim that refund again later.

But immediate refunds have spending limits.

VISITKOREA currently states that an immediate-refund transaction must be:

  • At least ₩15,000
  • Less than ₩1,000,000 for one payment
  • With total eligible spending for the trip not exceeding ₩5,000,000

and the service is only available at participating stores.

So a store displaying tax-refund services does not necessarily mean every purchase can receive an immediate refund.

6. At the Airport, Don’t Check Your Refund Items Too Early

This may be the most useful rule in the entire guide.

If your purchases require customs export confirmation, customs may need to see the actual goods.

Korea Customs instructs departing travelers to have their:

  • Passport
  • Tax-refund sales document
  • Purchased goods

available for confirmation. At Incheon, customs specifically warns travelers to present the goods before checking the baggage when inspection is required.

So if your tax-refund purchases are inside a suitcase:

Do not send that suitcase away before completing the required customs step.

A typical airport sequence can be:

  1. Get your boarding pass.
  2. Keep your refund purchases with you.
  3. Process the refund/export-confirmation procedure.
  4. Complete any required customs inspection.
  5. Check your baggage.
  6. Receive or finalize the refund.

Procedures can differ slightly by airport, so follow the signs and staff instructions on the day you depart.

Customs first. Bag drop later.

7. Take the Goods Out of Korea Within Three Months

Tax-refund goods are intended for export.

Korea Customs states that qualifying goods must be taken out of Korea within three months from the purchase date.

VISITKOREA gives the same three-month departure requirement for tourist tax refunds.

For most short-term tourists this happens naturally.

But it matters for travelers staying in Korea for a long period.

Buying something tax-free does not give you an unlimited amount of time to take it overseas.

Bought it here? Take it out within 3 months.

Before You Go Shopping

Remember these seven things:

  • Look for a tax-refund sign before paying.
  • Spend at least ₩15,000 on an eligible receipt.
  • Keep your passport available.
  • Keep refund goods new and unused.
  • Check the limits for immediate refunds.
  • Do not check refund items before required customs confirmation.
  • Take the goods out of Korea within three months.

And one important distinction:

Duty Free and Tax Refund are not exactly the same thing.

At a duty-free store, eligible taxes are generally removed before you pay.

At a tax-refund store, you may initially pay the tax and receive it back afterward — unless the store offers an immediate refund.

Understanding that difference makes the whole system much easier.
